Illegal Gratifications Can Take Different Forms

Illegal gratifications can take many forms. Individuals who resort to corrupt means to advance their business interests will have to face the full consequences of the law.

2. On 3 March 2020, three individuals were charged in Court for allegedly committing the following offences:

a) Gan King Haur (颜庆豪), 38-year-old male Singaporean, Director of Inovatis Pte Ltd

  • One count of corruptly accepting an Omega watch worth S$7,260 from Wilfred Tan Keng Teong, a Director of Wholesome (S) Pte Ltd, as an inducement to further the business interest of Wholesome (S) Pte Ltd with Acromec Engineers Pte Ltd, an offence punishable under Section 6(a) of the Prevention of Corruption Act, Chapter 241. The alleged offence occurred on 20 October 2013. At the material time, the accused was a Project Manager with Acromec Engineers Pte Ltd.
  • One count of corruptly accepting a Panasonic refrigerator worth S$3,699 from one Wilfred Tan Keng Teong, a Director of Wholesome (S) Pte Ltd, as an inducement to further the business interest of Wholesome (S) Pte Ltd with Waldner Pte Ltd, an offence punishable under Section 6(a) of the Prevention of Corruption Act, Chapter 241. The alleged offence occurred sometime in 2016. At the material time, the accused was a Project Sales Manager with Waldner Pte Ltd.
  • One count of corruptly obtaining a S$10,000 renovation discount, from Chan Yew Kwang, a Director of ArtDecor Design Studio Pte Ltd, as an inducement to further the business interest of ArtDecor Design Studio Pte Ltd with Waldner Pte Ltd, an offence punishable under Section 6(a) of the Prevention of Corruption Act, Chapter 241. The alleged offence occurred sometime in 2016. At the material time, the accused was a Project Sales Manager with Waldner Pte Ltd.

b) Wilfred Tan Keng Teong (陈敬忠), a 49-year-old male Singaporean, Director of Wholesome (S) Pte Ltd

  • One count of corruptly giving an Omega watch worth S$7,260 to Gan King Haur, a Project Manager in the employ of Acromec Engineers Pte Ltd, as an inducement to further the business interest of Wholesome (S) Pte Ltd with Acromec Engineers Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241.
  • One count of corruptly giving a Panasonic refrigerator worth S$3,699 to Gan King Haur, a Project Sales Manager in the employ of Waldner Pte Ltd, as an inducement to further the business interest of Wholesome (S) Pte Ltd with Waldner Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241.

c) Chan Yew Kwang (陈要光), a 46-year-old male Singaporean, Director of ArtDecor Design Studio Pte Ltd

  • One count of corruptly giving a S$10,000/- renovation discount to Gan King Haur, a Project Sales Manager in the employ of Waldner Pte Ltd, as an inducement to further the business interest of ArtDecor Design Studio Pte Ltd with Waldner Pte Ltd, an offence punishable under Section 6(b) of the Prevention of Corruption Act, Chapter 241.

3. Singapore adopts a zero-tolerance approach towards corruption. It is a serious offence to receive or give bribes. Any person who is convicted of such a corruption offence can be fined up to $100,000 or sentenced to an imprisonment term of up to 5 years or to both.

5. Where possible, the report should include the following information:

a) Where, when and how the alleged corrupt act happened?
b) Who was involved and what were their roles?
c) What was the bribe given and the favour shown?
