No Place for Corruption
Companies and employees are responsible for the lawful conduct of their businesses. Those who run afoul of laws and engage in corrupt practices will have to bear the full brunt of the law.
2. On 14 March 2018, two individuals and two companies will be charged in Court for corruption. They are:
a. Wong Chee Meng, General Manager of Ang Mo Kio Town Council (AMKTC) in the employ of CPG Facilities Management Pte Ltd (CPGFM)
i. 55 counts of corruptly accepting gratification from Chia Sin Lan, Director and Shareholder of 19-ANC Enterprise Pte Ltd (19-ANC) and 19-NS2 Enterprise Pte Ltd (19-NS2) and Yip Fong Yin, Project Director of 19-ANC and Director and Shareholder of 19-NS2, as an inducement to advance the business interests of 19-ANC and/or 19-NS2 with AMKTC, an offence punishable under Section 6(a) read with Section 7 of the Prevention of Corruption Act, Chapter 241. The alleged gratification amounting to about S$107,000 included meals, entertainment, overseas remittance to one Xu Hongmei, discount on the purchase price of a car, employment for Wong Chee Meng’s daughter-in-law and a mobile phone line.
b. Chia Sin Lan, Director and Shareholder of 19-ANC Enterprise Pte Ltd (19-ANC) and 19-NS2 Enterprise Pte Ltd (19-NS2)
i. One count of abetment by engaging in a conspiracy with one Yip Fong Yin to corruptly give Wong Chee Meng a $13,500 discount on the purchase price of a car, as an inducement to advance the business interest of 19-ANC and/or 19-NS2 with AMKTC, an offence punishable under Section 6(b) read with Section 29(a) and Section 7 of the Prevention of Corruption Act, Chapter 241.
ii. 54 counts of corruptly giving Wong Chee Meng gratification as inducement to advance the business interest of 19-ANC and/or 19-NS2 with AMKTC, an offence punishable under Section 6(b) read with Section 7 of the Prevention of Corruption Act, Chapter 241.
c. 19-NS2 Enterprise Pte Ltd
i. Between 2014 to 2016, one count of conspiring with 19-ANC, Chia Sin Lan, Yip Fong Yin and Tay Eng Chuan to corruptly give Wong Chee Meng gratification as an inducement to advance the business interests of 19-ANC and/or 19-NS2 with AMKTC, an offence contrary to Section 6(b) of the Prevention of Corruption Act, Chapter 241, and punishable under Section 31 read with Section 7 of the Prevention of Corruption Act, Chapter 241.
d. 19-ANC Enterprise Pte Ltd
i. Between 2014 to 2016, one count of conspiring with 19-NS2, Chia Sin Lan, Yip Fong Yin and Tay Eng Chuan, to corruptly give Wong Chee Meng gratification as an inducement to advance the business interests of 19-ANC and/or 19-NS2 with AMKTC, an offence contrary to Section 6(b) of the Prevention of Corruption Act, Chapter 241, and punishable under Section 31 read with Section 7 of the Prevention of Corruption Act, Chapter 241.
3. Singapore adopts a zero tolerance approach towards corruption. The Corrupt Practices Investigation Bureau takes a serious view of any corrupt practices and will not hesitate to take action against any party involved in such acts.
