It is a serious offence for public officers to act in their own interests and use their position to solicit corrupt benefits.
2. On 27 September 2018, one Chin Peng Sum, a Staff Sergeant with the Immigration and Checkpoints Authority, was charged in Court for the following offences:
i. Four counts of corruptly accepting sexual gratification from one Zhu Shirong (“Zhu”) and one Wang Chenghong (“Wang”), as an inducement to recommend the extension of their Special Pass, an offence punishable under Section 6(a) of the Prevention of Corruption Act, Chapter 241.
ii. Two counts of abetment by instigating Wang and one Tang Yuanyuan (“Tang”) to obstruct the course of justice when he told them to delete incriminatory text messages exchanged between them and him (in connection with an ongoing investigation against him), an offence punishable under Section 204A r/w Section 109 of the Penal Code, Chapter 224, 2008 Revised Edition.
iii. One count of intentionally obstructing the course of justice, by deleting 37 incriminatory text messages exchanged between Zhu and him in connection with an ongoing investigation against him, an offence punishable under Section 204A of the Penal Code, Chapter 224, 2008 Revised Edition.
iv. 13 counts of communicating information to Wang, Zhu, Tang and one unidentified person by the name of ‘Yan Yan’ when he was not authorized to do so, an offence under Section 5(1)(e) read with Section 5(1)(i) of the Official Secrets Act, Chapter 213, punishable under Section 17(2) of the said Act. The information communicated pertained to impending raids by an enforcement agency.
v. 13 counts of intentionally obstructing the course of justice, by communicating information about a raid carried out by an enforcement agency to Wang, Zhu, Tang and one unidentified person by the name of ‘Yan Yan’ in order to prevent their apprehension for vice-related and/or immigration offences, an offence under Section 204A of the Penal Code, Chapter 224, 2008 Revised Edition.
3. Singapore adopts a zero tolerance approach towards corruption. The Corrupt Practices Investigation Bureau takes a serious view of any corrupt practices and will not hesitate to take action against any party involved in such acts.
